Graduating Students into Voters:  Overcoming the Psychological Barriers Faced by Student Voters and Improving Student Voting Rates Using Insights from the Behavioral Sciences

Graduating Student VotersHow do students decide to vote? And why do some students fail to cast a ballot even though they intend to on Election Day? More importantly, can we design programs to overcome barriers to student voting with simple, scalable innovations? In this webinar the behavioral design lab, ideas42, will review major findings from their new research on how insights from the behavioral sciences – including the fields of psychology and behavioral economics – can shed light on both the internal psychological forces (like a feeling that voting isn’t for me) and seemingly small external hassles (like not having a stamp to mail a voter registration form) that impact student voting. Participants will learn about the role of identity and social norms, the effect of being a first-time voter, and the impact of psychological distance on voting behavior. Participants will also walk away with more than 30 actionable tips and tricks that can be easily integrated to on-campus programs to improve their efficacy. Armed with these tips and tricks, we believe colleges and universities can more successfully execute on their mission to educate civically engaged youth. Read the research report here.


New Resource: CivicLEADS

CivicLEADS: Civic Learning, Engagement and Action Data Sharing

Inter-university Consortium for Political and Social Research (ICPSR)’s Education and Child Care Data Archives at the University of Michigan is proud to announce the launch of Civic Learning, Engagement, and Action Data Sharing (CivicLEADS). Funded by a grant from the Spencer Foundation, CivicLEADS provides a centralized repository for data produced by the multi-disciplinary research surrounding civic education and action.

CivicLEADS provides access to quantitative and qualitative data for secondary analysis and promotes data discovery through our data, variable, and publication search tools. Beyond facilitating the sharing and discovery of data, CivicLEADS seeks to create a learning community around civic education and engagement research.

Visit this new resource for researchers who explore diverse topics including civic and political engagement, curricula and learning, social networks, media literacy, activism, and social movements.

The Association of  American State Colleges and Universities’ American Democracy Project (ADP), and The Democracy Commitment (TDC), in partnership with NASPA and its Lead Initiative are proud to announce its committee members for the 2017 Civic Learning and Democratic Engagement (CLDE) Meeting in Baltimore, Maryland, from June 7-10, 2017. Below you’ll learn more about each committee member and their contributions to higher education’s civic work.

Staff Leadership

domagal-goldmanJennifer Domagal-Goldman directs AASCU’s American Democracy Project. She earned her doctorate in higher education from the Pennsylvania State University. She received her master’s degree in higher education and student affairs administration from the University of Vermont and a bachelor’s degree from the University of Rochester. Jennifer’s dissertation focused on how faculties learn to incorporate civic learning and engagement in their undergraduate teaching within their academic discipline. Jennifer holds an ex-officio position on the eJournal of Public Affairs’ editorial board.

stephanie-reynoldsStephanie Reynolds is the Assistant Director for Knowledge Communities and Civic Learning and Democratic Engagement (CLDE) Initiatives at NASPA.  She has worked in higher education since 2009 in the areas of student activities, orientation, residence life, and civic learning and democratic engagement.  Stephanie earned her Master of Arts in Psychology at Chatham University and her B.S. in Biology from Walsh University.  She has served as the Coordinator for Commuter, Evening and Weekend Programs at Walsh University, Administrative Assistant to the VP and Dean of Students for the Office of Student Affairs, the Coordinator of Student Affairs, and the Assistant Director of Residence Life and Student Affairs at Chatham University. 

verdis-RobisnonVerdis LeVar Robinson is the interim National Manager of The Democracy Commitment (TDC). He comes to TDC as a tenured Assistant Professor of History and African-American Studies having taught writing-intensive, web-enhanced, service-learning courses at Monroe Community College (NY) for the past 10 years. Verdis is a fellow of the Aspen Institute’s faculty seminar on Citizenship and the American and Global Polity, and the National Endowment for the Humanities’ faculty seminar on Rethinking Black Freedom Studies: The Jim Crow North and West.  Additionally, Verdis is the founder of the Rochester Neighborhood Oral History Project that created a walking tour of the community most impacted by the 1964 Race Riots, which has engaged over 300 members of the Rochester community in dialogue and learning. He holds a B.M. in Voice Performance from Boston University, a B.S. and an M.A. in History from SUNY College at Brockport, and an M.A. in African-American Studies from SUNY University at Buffalo.

fagan_forhanFagan Forhan is the Assistant Dean of K-12 Partnerships and Civic Engagement at Mount Wachusett Community College (Mass.). She is a graduate of the University of Massachusetts at Amherst with a degree in Psychology. Before coming to the MWCC in 2006, Fagan worked for six years with the Massachusetts State Legislature as Chief of Staff for former State Rep. Brian Knuuttila as a liaison for local nonprofits and constituents. In her current role, Fagan provides strategic direction and oversight for the Center for Civic Learning and Community Engagement, as well as the college’s Division of Access and Transition. She serves as a member of the Massachusetts Board of Higher Education’s Study Group on Civic Learning, a National Steering Committee Member for The Democracy Commitment, and a steering committee member for the national Economic Inequality Initiative through the American Democracy Project and The Democracy Commitment. She also advises the Phi Delta Chapter of the Phi Theta Kappa International Honor Society, and serves as an advisor for Otaku United.

david_hoffmanDavid Hoffman is the Assistant Director of Student Life for Civic Agency at the University of Maryland Baltimore County (UMBC) and an architect of UMBC’s BreakingGround initiative. His work is directed at fostering civic agency and democratic engagement through courses, co-curricular experiences and cultural practices on campus. His research explores students’ development as civic agents, highlighting the crucial role of experiences, environments, and relationships students perceive as “real” rather than synthetic or scripted. David is a member of Steering Committee for the American Democracy Project and the National Advisory Board for Imagining America. He is an alum of UCLA (BA), Harvard (JD, MPP) and UMBC (PhD).

jensen_christopherChristopher D. Jensen, Ph.D. is the Director for the Office of Civic Engagement and Leadership at Towson University (Md.). He has worked in higher education for over 17 years, in the areas of leadership development, community service/service-learning, campus safety, housing, Greek life, orientation, and enrollment management. Chris earned a B.A. from the University of Michigan in Studies in Religion, a M.Ed. from Michigan State University in Student Affairs Administration and a Ph.D. from Oakland University in Educational Leadership. His research has focused on the impact of community service experiences on students’ persistence in college. Chris coordinates many of the political engagement, environmental initiatives, service-learning, and leadership initiatives at Towson University.

rhonda_lewisRhonda K. Lewis, Ph.D., MPH. is a professor and chair of the psychology department at Wichita State University (Kan.). She is also a member of the Society for Community Research and Action, Division 27 of the American Psychological Association, and the Association of Black Psychologists. Lewis uses behavioral and community research methodologies to promote health and reduce educational inequity. Dr. Lewis has over 20 years of experience in community organizing, program development, and evaluation. Dr. Lewis’ research interest include: eliminating disparities in health among populations of color, working with disadvantaged populations, building healthy communities, and investigating adolescent and emerging African American adult health. She has over 50+ publications and 100 presentations at regional, national, and international conventions.

patrickobrien-edit-jpg1Patrick O’Brien serves as the Director, Civic Engagement, Student & Community Involvement at Frostburg State University (Md.) from which he received his B.S. in Business Management.   He is currently pursuing his Masters in Public Administration from the University of Baltimore. While a student at FSU Patrick served as an AmeriCorps member with the A STAR! in Western Maryland AmeriCorps program as their VOICE Clearinghouse Volunteer Coordinator. He has been working for Frostburg State University as the Director of Civic Engagement since July of 2008. Patrick’s office works with programs including Special Olympics Maryland, Read to Succeed, Relay for Life, Alternative Breaks, and Beautify the ‘Burg to name a few. The office also houses their own AmeriCorps program (A STAR! in Western Maryland) that spans the four most western counties in Maryland (Frederick, Washington, Allegany, and Garrett) and includes over 20 full time members and 100 part time members.

duane_oakes_picture-editDuane D. Oakes has served as the Faculty Director for the Center for Community & Civic Engagement and Recreation Instructor at Mesa Community College (Ariz.) since 2000. At Chandler-Gilbert Community College he helped create a comprehensive student life program which included the Service-learning program where he and his colleagues were recognized with the Innovation of the Year award from the District. He also served as a service-learning and civic responsibility trainer for the Community College National Center for Community Engagement and the American Association of Community Colleges for over 15 years. Duane service as the Chair of the Brigham Young University Alumni Association in Arizona and serves on the Mesa Public Schools Service-learning Advisory Board, volunteers with the Boy Scouts of America and supports his son’s high school supporting the music arts. Duane has worked in the higher education arena since 1990 helping students becoming better citizens through service and leadership.

julian-rogersJulian Rogers serves as the Director of Community Partnerships with Cleveland State University (Ohio) where he oversees the Office of Civic Engagement. Prior to this, he was a member of the inaugural Cuyahoga County Council where he represented a diverse district of about 118,000 people. Julian has also served as the Executive Director of Education Voters of Ohio, a nonprofit organization dedicated to improving public education. Julian is a resident of Cleveland Heights, Ohio and is active in the community. He formerly served on the boards of the Greater Cleveland Regional Transit Authority, the Cuyahoga County Solid Waste District, and the Northeast Ohio Areawide Coordinating Agency (NOACA). He currently serves as a trustee for the Community Partnership for Arts and Culture. Julian was inducted into Kaleidoscope Magazine’s 40/40 Club and was awarded the Emerging Leader Award from the U.S. Congressional Black Caucus.

dianel-fidalgo-tomeDaniel Fidalgo Tomé is the Director of Service Learning at Stockton University (N.J.). He earned his Bachelor of Science in Environmental Policy, Institutions and Behavior from Cook College, Rutgers University and his Master in Education from the University of Massachusetts Amherst. He works closely with the faculty and students from Stockton University and community partners in the South Jersey region creating authentic, reciprocal relationships. Prior to his work at Stockton, he has worked at the City College of New York in Harlem overseeing diversity, community service and leadership development student programs, part of the City University of New York system and for the Board of Public Higher Education for the Commonwealth of Massachusetts coordinating the Undergraduate Research Conference for the state. 

erin-yokum-editErin Yokum is the Director of Student Life at Allegany College of Maryland (Md.), where she coordinates extracurricular and co-curricular experiences for students, faculty, staff and the community, as well as New Student Orientation. She oversees ACM’s student clubs/organizations and serves as the advisor to the Student Government Association and co-advisor for the Veteran Support Club. She is also a member of The Democracy Commitment committee and the Diversity committee for Allegany College of Maryland (among several other committees), helping to plan events (such as speakers, film screenings, discussions, Deliberative Dialogues, Democracy Cafés and voter registration drives) on campus around themes selected by the committees. Erin is active in several professional organizations, serves on the regional leadership team for NODA Region 8 and volunteers in several community organizations.

#CLDE16: Politically Speaking, Indy Edition Plenary

Politically Speaking, Indianapolis Edition: Religious Freedom vs. LGBT Rights in Indiana

In February 2016, the Indiana state senate gave up on an attempt to pass compromise legislation expanding protections for LGBT persons in state law. The bill’s sponsor, Sen. Travis Holdman, said that there simply was not enough support for it to pass. Sen. David Long, leader of the majority Republicans, indicated that efforts to find a balance between the civil rights for the LGBT community and religious liberty had satisfied no one. “We took a beating from all sides in trying to do this,” Long said. “This effort was unfortunately hampered by well-organized extreme messaging from groups representing both sides of this discussion — many of whom are from out of state. Neither of those sides were truly seeking a solution” (South Bend Tribune, Feb. 2, 2016). Indiana Republican lawmakers, who hold a super majority in both chambers, abandoned efforts to strengthen protections for lesbian, gay and bi-sexual people on Tuesday, February 2, 2016, opting not to vote on a measure designed to restore the state’s reputation following a national boycott over a religious objections law in 2015.

Modeled on the live television weekly TV program Dr. Bennion moderates on WNIT-TV (South Bend), this session will highlight diverse perspectives on the issue of LGBT rights and religious freedom in Indiana. Attendees will come away with a better understanding of the debate, the host city, and ways to moderate difficult dialogues on controversial political issues. Attendees are also invited to attend a follow-up workshop with Dr. Bennion where she will discuss her students’ involvement in the weekly TV program. Students earn college credit and gain valuable knowledge and skills while serving as researchers, call screeners, episode reviewers, amateur videographers, and more.  Reaching a 22-county, two-state area with 1.2 million viewers, the program offers a valuable opportunity for students to become part of a dynamic civic education team. Learn how you can adapt this model to capitalize on a variety of traditional and new media opportunities to engage a broader audience in your civic education efforts.


BennionElizabeth Bennion is a Professor of Political Science at Indiana University South Bend. Her teaching and research focus on U.S. political behavior and effective approaches to fostering civic and political engagement. Elizabeth is co-editor of the book Teaching Civic Engagement: From Student to Active Citizen, and has published her civic engagement scholarship in numerous other books and academic journals. Elizabeth directs IU South Bend’s American Democracy Project and moderates candidate debates and forums for offices ranging from city council and mayor to U.S. House and Senate. She is also host of WNIT’s live weekly TV program Politically Speaking which brings her students into contact with local, state, and national elected officials and community activists from a two-state, 22-county region. Elizabeth earned her Ph.D. in Political Science from the University of Wisconsin – Madison and lives with her husband and four children in South Bend, IN. For more about Elizabeth.


HenegarJane Henegar joined the ACLU of Indiana as executive director in September of 2012. Prior to her service at the ACLU she was a deputy mayor of Indianapolis from 2000 to 2006. Henegar has held various positions in government, including state director in the office of Senator Evan Bayh, deputy commissioner and general counsel in the Indiana Department of Administration, executive posts at the Family and Social Services Administration and judicial law clerk for the Hon. Thomas Reavley, U.S. Court of Appeals for the Fifth Circuit. Henegar has taught political science and led the Indiana Bar Foundation’s Project Citizen to teach civics to K-12 students in Indiana. Born and raised in Bloomington, she is a graduate of Bryn Mawr College and Indiana University Maurer School of Law in Bloomington.


PaulsenChris Paulsen, Campaign Manager for Freedom Indiana, is a long time Hoosier. Chris brings a business and coalition building background to the campaign. She spent over 20 years working for a regional custom homebuilder as Vice President of Operations overseeing sales, purchasing, administration and construction. Chris currently owns her own custom homebuilding company.  Chris has a been an active member of the LGBT movement as a board member and President of Indiana Equality Action, a board member of Freedom Indiana during the marriage amendment fight, and as a member of the capital campaign committee of Indiana Youth Group.   For more about Chris.


RusthovenPeter Rusthoven, a partner in the Indianapolis office, has a multi-dimensional practice. His business experience includes transactional and corporate governance work, in areas ranging from manufacturing to publishing to healthcare. He was active in drafting Indiana’s corporation statute and official comments and has frequently written and spoken on corporate change-of-control issues. In the governmental services area, he is experienced in gaming and alcoholic beverage licensing and other regulatory and legislative services matters. For more about Peter.


WesciState Representative Timothy Wesco (R-District 21) is a 5th generation Hoosier and a lifelong resident of St. Joseph County. He and his wife, Kathryn, live in Osceola. Timothy is the sixth of 10 siblings and the son of Virgil and Rebecca Wesco. Representative Wesco serves on the following committees: Public Policy (Vice Chair), Local Government, Employment, Labor & Pensions, and Elections & Apportionment.  He holds an associate’s degree in biblical studies from Midwest School of Theology and a B.S. in organizational management from Bethel College.

CLOSING PLENARY:  Fostering Campus Climates for Political Learning & Engagement

Democratic learning is not just an issue for the 2016 U.S. presidential election cycle; campuses have a responsibility to support a robust campus climate for nonpartisan political learning and engagement in our democracy 365 days a year. The Institute for Democracy and Higher Education (IDHE) is a new research center at the Jonathan M. Tisch College of Citizenship and Public Service at Tufts University (Mass.). Its signature initiative, the National Study of Learning, Voting, and Engagement (NSLVE) provides colleges and universities with data on their students’ registration and voting rates. With over 800 colleges and universities nationally in the study – including 214 ADP/TDC/NASPA Lead campuses – and a database of 7.5 million students, NSLVE researchers have completed an analysis of voting based on a broad range of institutional and individual characteristics. This research has been augmented with qualitative studies at campuses to determine the unique norms, structures, and student experiences that create a strong climate for political learning. For this plenary session, the IDHE researchers will share NSLVE data on college and university student voting. They will also provide a brief overview of IDHE’s research focusing on campuses with robust campus climates for political learning and engagement in democracy. Faculty, staff and students from campuses representing ADP, the NASPA Lead Initiative, and TDC will share their experiences and promising practices for student political learning and engagement. While each campus is unique, all of the presenters will share programs and practices easily replicated on other campuses hoping to deepen their political climate.


Nancy ThomasNancy Thomas, directs the Institute for Democracy and Higher Education at the Jonathan M. Tisch College of Citizenship and Public Service at Tufts University. The Institute is dedicated to shifting college and university priorities, practices, and culture to strengthen college student political learning and engagement in democracy and to advance social and political equity in public life. The National Study of Learning, Voting, and Engagement is the Institute’s signature initiative. Her work and scholarship center on higher education’s democratic mission, college student political engagement, free speech and academic freedom, and deliberative democracy on campuses and in communities. She is the author of multiple book chapters, articles, and the monograph, Educating for Deliberative Democracy, an issue of Jossey Bass’ New Directions for Higher Education series.  She is an associate editor of the Journal of Public Deliberation and a senior associate with Everyday Democracy. She received her bachelor’s degree in government from St. Lawrence University, a law degree from Case Western Reserve University, and a doctorate from the Harvard Graduate School of Education. GoldbergAbraham Goldberg, Director of the Office of Service-Learning and Community Engagement (OSLCE) and an Associate Professor of Political Science at theUniversity of South Carolina Upstate.  The OSLCE strives to eliminate barriers between the campus and region by cultivating reciprocal and sustainable partnerships between USC Upstate students, faculty, and community organizations.  He authored the South Carolina Civic Health Index and has published numerous academic articles about the relationship between the built environment of cities, social connectivity, and resident quality of life.  Abe regularly supervises undergraduate research projects and teaches courses in urban planning and policy, public administration, civic engagement and American politics.  He earned his doctorate from West Virginia University and resides in Greenville, South Carolina with his wife and two children.

BodaryDavid L Bodary, Professor of Communication at Sinclair Community College (Ohio).  He holds degrees in Communication from Eastern Michigan University and Wayne State University.  He has facilitated numerous National Issues Forum discussions in the Dayton region and coordinates the Service Learning program for Sinclair Community College.



Ishara Casellas Connors, Associate Director, Institute for Democracy and Higher Education.  Ishara Casellas Connors manages the IsharaInstitutes signature initiative, The National Study for Learning Voting and Engagement (NSLVE). NSLVE provides participating campuses with data on their students’ registration and voting rates. In addition, NSLVE works to create resources for campuses interested in advancing political learning and engagement in democracy, with a focus on advancing social and political equity. Ishara has worked across all types of higher education institutions, in both policy, program, and development roles. Throughout this work and scholarship Ishara has focused on issues of access and diversity within higher education. Ishara holds a MA in Higher & Postsecondary Education from Teachers College, Columbia University.

John LockeJohn Locke was a two term student body president of the University of Houston-Downtown (Texas). He has received certificates of recognition from Houston’s City Council members, Mayor of Houston and Congress. He also has been recognized as Student of the Year Award, at the Circle of Change Leadership Conference in Los Angeles, CA. John also received an honorary degree from the International Education Parliament in 2016 for his commitment to improving higher education and his presentation on best practices.



MeyerMichele “Micki” Meyer serves as the Lord Family Assistant Vice President for Student Affairs at Rollins College (Fla.). She holds an Endowed Chair position funded by the DHL and RNR Foundations to build capacity around engaged scholarship, high impact learning, and student engagement. She oversees areas of campus that work directly with leadership education, civic engagement, service-learning, diversity and inclusion, student involvement, and college access.  For more about Micki.

Participating campuses receive tailored reports with their students’ 2012 and 2014 registration and voting rates, broken down by demographic and voting data (see this sample). May 13 Deadline for NSLVE and Voter-Friendly Campus Designation

Campus Vote Project and NASPA are recruiting administrators to sign up to have their college designated as a Voter Friendly Campus. This program helps institutions develop a plan that will engage students, faculty, and administrators in civic and electoral engagement. After colleges and universities execute their plan to help students register and vote in the 2016 elections, campuses will be evaluated and designated as an official Voter Friendly Campus. There is no cost to sign up.

Why should my college or university sign up to be designated a Voter Friendly Campus?
In addition to educating students, fostering civic learning is a goal of many colleges and universities. By helping students register and vote, campuses will help students be active participants in our democracy. The Voter Friendly Campus designation helps administrators develop a plan using our checklist and set clear goals so a path can be created well in advance of November. These activities can be institutionalized for the following years, keeping students engaged as they enter, and move through their time at school.

This program is endorsed by our colleagues at the American Democracy Project, The Democracy Commitment, and Young Invincibles. We hope to have a long list of campuses participating in this effort and educating student voters on registration and voting.

Sign up for NSLVE by May 13, 2016
Tufts University’s National Study of Learning, Voting, and Engagement (NSLVE) measures student registration and voting rates and provides each participating campus with a tailored report containing those rates broken down by age, class level, race/ethnicity, gender, voting method, and voting location. See a sample report. Signing up is free and will give you important measures that can catalyze improvements in academic programs and co-curricular experiences.

  • STEP 1: Download the authorization form here (it will be valid through August, 2018)
  • STEP 2: Sign the form and choose one person on your campus to be the report recipient
  • STEP 3: Email a scanned copy of the form to nslve@tufts.edu

Meet the 2016 CLDE Student Interns: Angelo, Maryam & Manisha!


We are very excited to introduce you to our three student interns for the 2016 Civic Learning and Democratic Engagement (CLDE) Meeting. Angelo, Maryam, and Manisha introduce themselves below and represent the capacity of students in our network to engage meaningfully on our campuses, in our classrooms, and in our broader communities and democracy. In the coming weeks they will work with the meeting planning committee on the program, arranging a student symposium and specifically on creating networking, learning, and organizing opportunities for the students that attend the conference in Indianapolis from June 1-4 and for students committed to civic learning and democratic engagement in higher education to continue to connect with each other and to push us to become the best faculty, administrators, campuses, and communities we’re capable of being.

Angelo Knapp

My name is Angelo Kapp. I am currently a sophomore attending Delta College (Mich.) and plan to transfer to Northwood University (Mich.) pursuing a degree in advertising and marketing. I previously worked in the automotive industry for seven years. In 2014, my plant closed and I decided to go back to school. I am a member of six different clubs at school and serve as vice president for Citizens In Action, a student-led club that promotes student civic engagement around campus and local communities. Recently I was awarded from the Michigan Campus Compact, Commitment to Service Award.

My name is Maryam Sarhan and I am a junior attending Stockton University (N.J.) pursuing a degree in political science with a minor in international studies. For the past two years, I have served as the student trustee on Stockton’s Board of Trustees and advocated for my fellow peers’ needs and concerns, while also  helping to establish a $30,000 fund to address food insecurity on campus. This past year, I was part of Stockton’s UptoUs team, a national bipartisan campaign that raises awareness about the national debt crisis. My team and I placed first nationally against 44 other schools and earned recognition from former President Bill Clinton.

My name is Manisha Vepa, and I am a sophomore economics and global studies double major at theUniversity of Maryland, Baltimore County (UMBC) (Md). I am a Sondheim Public Affairs Scholar, which is a program at UMBC that supports talented undergraduates aspiring to careers in service of the public interest in government, non-profit organizations, corporations, and the community; and am working towards a career in public service and government affairs. I am part of a number of civic engagement efforts on campus both formal and informal. In the student government association, I advocate for student interests to be reflected in mandatory fee changes. I am also involved with the UMBC BreakingGround Initiative and collaborate with other students, faculty, and staff to provide grants and suggest projects that would strengthen the campus community.

It is an honor to be selected to represent students and be a voice on the 2016 CLDE Planning Committee. We believe that this opportunity will be an invaluable experience to share our experiences and to learn from others. Together, we plan to create an environment at the meeting where students can better network and share ideas for engaging their peers in their communities. We want to encourage students to commit to building national and community partnerships now and in their future endeavors. Furthermore, we hope to build a strong national network to collaborate on larger civic learning and democratic engagement initiatives. After the conference, we will take the lessons we have learned during the meeting and share them on our home campuses. We will also continue to engage with students across the nation to continue the conversations and work started at the 2016 CLDE. We are looking forward to helping empower students and make strides in creating a more civically engaged population.
